ABRA / READS Coordinator

World Vision is a child-focused Christian humanitarian organization implementing development programmes in 28 Districts of Rwanda. Our interventions are currently reaching more than 1.5 million people.

World Vision Rwanda seeks to hire a highly-qualified, dedicated, and experienced national for the role of ABRA / READS Coordinator. This critical position will be based in Buranga Cluster, reporting to the CP & Education TP Manager




Purpose of the position:

The Project Coordinator -ABRA/READS is responsible for coordinating and implementing all activities related to an action research project on scaling education innovations, funded by the International Development Research Council’s Knowledge and Innovation Exchange (IDRC-KIX). The innovation being researched is Concordia University’s interactive ABRACADABRA software for supporting early grade literacy. This position will ensure the research design is effectively conducted, the capacity and skills of teachers and other stakeholders are well supported and project milestones are on target.

1. Planning, coordination, and implementation

 

  •  Responsible and accountable for project planning and action research activities in the targeted schools with gender and inclusion considerations
  •  Ensure alignment of project research activities with other project hubs in Kenya and Bangladesh
  •  Ensure access, maintenance, and security of project ICT equipment through control measures
  •  Keep in touch with head teachers to ensure proper use and functionality of the project equipment
  • Conduct reflection meetings with teachers and head teachers and address any gaps in capacity/skills
  •  Ensure facilitation and coordination for the implementation of project activities for sustainability purposes
  •  Manage ABRA/READS ambassadors
  •  Liaise with Child Protection and Education sector leads to ensure integration of the project activities to ongoing WVR education and child protection programming
  •  Report directly to the Child Protection and Education Technical Programme Manager and Buranga Cluster Manager
  • Targeted children benefit from the project
  •   Research activities are implemented on schedule, budget, and targets
  •   Research ethics review and government approvals are secured
  •  Research labs are properly set up in each participating school
  • All project ICT equipment is safely maintained and utilized
  • Teachers are well supported to implement ABRA/READS Necessary support provided to all stakeholders
  • The project shares best practices and recommendations for informing WVR of ongoing education projects.\

2. Monitoring and Evaluation, Learning and reporting

  •   Review effective implementation of the project activities
  • Ensure effective implementation of the project activities as per the donor and WVR policies & guidelines
  •    Ensure budgetary utilization is within acceptable limits/range.
  •  Oversee effective documentation of all the information related to the project successes, innovations, and promising practices and disseminate through appropriate mechanisms.
  •  Review and compile monthly and quarterly narrative reports and budgets
  •  Produce timely, accurate, and quality reports for project committees and direct/indirect reports
  • Gather insight into how the software is being used and suggest design improvements
  • Provide new initiatives to facilitate scaling up of the project to other schools
  • Monitoring and evaluation tools developed
  •  All project activities are implemented as planned
  • Research data is collected with timeliness and accuracy and shared with project research analysts and stakeholders
  • Proper documentation of the success stories and best practices is done regularly
  •  Monthly and quarterly reports and budgets are timely and accurate for monitoring project implementation
  •    Meetings held for sharing project progress with stakeholders, including government
  • Lessons learned and best practices are shared to inform improvement in the project.

3. Capacity building

  • Ensure capacity building for teachers, ABRA/READS ambassadors, Head Teachers, SEOs, and MoE officials
  • Co-facilitate initial 3-day teacher ABRA/READS workshop and any follow up training
  • Facilitate curriculum support officers and sub county education officers to coach and monitor the implementation of the research project.
  •  Conduct planning and reflection meetings with teachers, head teachers, CSOs and education officers to address any gaps in capacity/skills
  •  All stakeholders/actors have sufficient capacity and skills to fulfil roles and responsibilities in the project
  • Ownership of the project by community stakeholders and government
  • Teachers are monitored and coached by CSOs and education officers in the application of ABRA/READS as part of regular evaluation processes

  •  Support any other duty as assigned by the supervisor or his/her designee

Qualifications: Education/Knowledge/Technical Skills and Experience

The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training.

Minimum education and experience required:

  • Bachelor’s Degree in Education, Early Childhood Education, and Community Development.
  • 3 years’ minimum experience in community development work focused on education, early grade literacy or teacher professional development.
  • Experience in ICT software and hardware setups.
  • Experience in staff management, including hands-on and virtual training
  • Prior experience in education research or related field.
  • Experience in project management, including: budgeting, project planning, and implementation, risk management, monitoring and evaluation, and reporting.

Preferred Skills, Knowledge, and Experience:

  • Strong skills in networking with education sector stakeholders at the community level.
  • Ability to facilitate implementation of community participation and awareness sessions.
  • Ability to address issues related to the ICT equipment and infrastructure.
  • Strong communication and interpersonal skills.
  • Should be computer literate in Word, Excel, and PowerPoint.
  • Demonstrable problem-solving skills.
  • Strategic thinking.
  • Research skills.
  • With motorcycle driving licence and ability to drive.

World Vision Rwanda seeks to hire a highly-qualified, dedicated and experienced national for the role of WASH Engineer.This critical position will be based in Gihembe and Nyabihecye refugee camp, reporting to WASH Project Manager




Purpose of the position:

To supervise, conduct design, studies and review water resource, sanitation and hygiene projects. And closely follow up and ensure the implementation of water resource development projects are in line with the plan, design, available standards, to address the needs of the most vulnerable communities. The job holder is responsible for the overall WASH and Health projects management as well as representing the WASH sector at camp level within World Vision Rwanda and also projecting our position.

The major responsibilities include:

  • Perform water resources development studies and conduct design review as required;
  • Review and conduct detail investigation on water resource development projects sites
  • Ensure the continuous services of the WASH & Health infrastructures and services in refugee camp
  • Prepare/Review technical terms of reference (TOR), Architectural drawings (buildings), technical designs (water facilities) (Feasibility, preliminary/semi detailed and detailed engineering designs), Bill of Quantities (BoQs)/ cost estimate, specifications/ and tender documents for water resources, sanitation and hygiene facilities and development infrastructures and services;
  • Water resources development studies and designs meet the required standards.
  • Water resource investigation reports are well produced.
  • WASH and Health infrastructure services are well maintained in Refugee camps
  • Bill of quantities/ cost estimates, specifications and tender documents are prepared timely and with high quality
40% Learning, innovation, accountability and reporting

  • Keep abreast of WASH sector developments in Rwanda, especially those that may affect on-going program activities

 

  • Ensure that WASH and projetcs are meeting their administrative, quality, programmatic goals, outcomes, and outputs on time and on budget, towards realization of Sustainable development goals, WVR universal coverage and Rwanda’s Government commitment to achieve universal access to basic water and sanitation coverage
  • Advise the Project Manager on the development and maintenance of the water, sanitation and hygiene infrastructures in camps ;
  • Prepare weekly, monthly, quarterly, biannual and annual progress reports of WASH status in the Region and in accordance with donors and WV Rwanda requirements.
  • Supervise contractors/suppliers during implementation to ensure quality workmanship, safety and value for money is achieved within scheduled times
  • Take lead in dispossessing, handing over and commissioning of projects
  • Update to date information regarding WASH and Health infrastructures that may affect program activities is continuously provided.




  • Timely monitoring of WASH, health and development projects to ensure they meet intended goals and strict adherence to the Rwanda government regulations, WHO and the SPHERE standards.
  • Clear plan for the development and maintenance of WASH infrastructures is the region is available and regularly updated.
  • High quality report are produced
  • Report on the progress of the project on regular basis as required by the reporting schedule i.e. weekly, monthly, semiannually and donor reports.
  • All completed WASH and health infrastructures are timely branded and handed over to the district or institutions for post management,
20% Financial and risk management

  • Review tender documents both for design and construction of water resource projects;
  • Review and verify construction estimations and actual costs for WASH projects in the Region
  • Ensure that resources assigned are properly and efficiently utilized
  • Provide support to SC/HO in bids evaluation, submitted by bidders.
  • Ensure that all WASH infrastructures hard and soft copy related documents are well kept
  • All tender documents meet the desired technical and financial specifications
  • Construction costs are verified to make sure that they are realistic
  • Maintain WASH resources efficiency within the Region

Qualifications: Education/Knowledge/Technical Skills and Experience

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience or on-the-job training.

Minimum education and experience required:

  • Bachelor of Science in Civil Engineering, Water Engineering, Sanitary Engineering or related fields
  • At least 2 years experience in WASH sector.
  • Experience in using MS Officer , excel , PPT and other computer skills
  • Experience in using engineering softwares: AUTOCAD ,Covadis, ARCHICAD , Artlantis (perspective), GIS(Arc view, Arc map), EPANET
  • Experience in project design, proposal writing, needs assessments, surveys, and information management.
  • Experience with refugees’ camps context in Rwanda
  • Experience in supervising/ inspecting construction projects and WASH infrastructures

Preferred Skills, Knowledge and Experience:

  • Experience in water in the review and conduct detail investigation on water resource development projects sites around the camp;
  • Prepare bill of quantities, specification and cost estimate for water resources, sanitation and hygiene facilities and services; conducting site meeting and elaboration of construction site visit reports
  • Prepare hydraulic calculation, technical designs
  • Data collection and its analysis and technical study reparation and presentation report
  • Coordinate site yard works
  • Verification of attachments and invoices submitted by the contractor.
  • Monitor, supervise and evaluate project progress on monthly basis.
  • Approve the executed works according to the drawings and standards.





Travel and/or Work Environment Requirement

3.Truck Operators ( 2 Positions)

World Vision Rwanda seeks to hire 2 highly qualified, dedicated and experienced nationals for the position of Truck Operator. These positions will be based at Mahama, Kigeme and Mugobwa refugee camps, reporting to the WASH Project Manager.

Purpose of the position:

To contribute to the key objective of the project by ensuring safe transportation of sewerage & solid wastes and their final disposal to the dumping site, and the vehicles are maintained in a sound mechanical and clean condition.




The major responsibilities include:

40% Transportation of sewerage & solid wastes from various communities and the indicated places with respect to the safety of the refugees. Sewerage & solid wastes collected and Properly disposed of timely.
