Trócaire is the official overseas development and humanitarian agency of the Catholic Church in Ireland and one of Ireland’s largest development organisations. Trócaire works in partnership with local and church organisations, supporting communities in over 27 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change. Trócaire envisages a just and peaceful world where; people’s dignity is ensured and rights are respected; basic needs are met and resources are shared equitably; where people have control over their own lives; those in power act for the common good.Trócaire in Rwanda works in 7 out of 30 Districts with 18 national partners and focuses on 3 main areas – Resource Rights which builds on our previous Livelihoods work, Women’s Empowerment and preparing and responding to emergencies. The integrated programme is funded by a variety of donors including IrishAid, the European Union, USAID, Jersey Overseas Aid, among others.
The Finance Officer (FO), reporting to the Finance and Administration Manager will assist in the delivering on finance and administration functions for the Rwanda office and programmes. Specifically the role covers the following broad responsibilities either as accountable, consulted, informed or responsible:• partner governance and financial management;
• financial control and reporting;
• staff capacity building and networking;
• internal systems and processes;
• administration;
• budgeting;
• inventory control;
• fixed assets control;
• human resources management;
• treasury and balance sheet management; and
• other responsibilities.
The FO will work in close collaboration with the Country Finance and Administration Team and closely with the rest of the Country Team to achieve the strategic and operational goals of Trócaire in Rwanda. The role will commit 30% of time to Partner Grant Management and work closely with the Programme Accountant and Finance and Administration Manager.
The Finance Officer will manage 1 Finance Assistant.
Requirements
– Bachelor’s Degree in accounting/finance
• Progress towards an internationally recognized professional accounting qualification (CPA)
• At least 7 years post qualification experience in a finance/accounting role. This should include at least 3 years of experience in the NGO sector.
• Impeccable integrity and work ethics, Accuracy, attention to detail
• Computer literacy, particularly in Microsoft Office Programmes such as Word and Excel as well as accounting packages & other database competencies.
• Intermediate to advanced excel
• Experience in line management and coaching of financial staff
• Demonstrated ability to work with a participative style within teams.
• Ability to work on own initiative.
• A commitment to social justice and the ethos of Trócaire.
• Ability to work under pressure of deadlines.
• Motivated.
• Good organisational and time management skills.
• Effective team member.
• Understanding of development issues.
• Fluency in English
