The goal of Rwanda is to accelerate the country’s progress to upper-middle-income status by 2035 and to high-income status by 2050 thereby eradicating poverty and improving the quality of life for all Rwandans. To achieve the aforementioned goals as well as to plan and implement the right interventions and projects that will deliver on NST1 objectives, there is a need for increased capacities within the department in charge of National Development Planning and Research.

In light of the needs, GIZ is recruiting a competent and experienced investment analyst, with financial expertise and preferably some background in agriculture, energy and/or water, to support the Department of National Development Planning and Research (NDPR) via the program “Macroeconomic and Investment Policies” (MIP).

Location: Kigali

The project advisor performs the following responsibilities:

A.    Responsibilities

The Project advisor is, under the supervision of the Project Manager, responsible for

  • Work with the National Investment & Project Quality Assurance Unit and the National Programs and Projects Monitoring Division on the implementation of daily operational aspects,
  • Identify key priority areas for capacity building related to infrastructure investments;
  • Support financial and economic assessment of public investments;
  • Identify issues and bottlenecks on strategic infrastructure projects through coordinating with NDPR staff and analyzing information from budget and other departments;
  • Show inter-linkages between economic policies/strategies and different programs of the Government of Rwanda relating to infrastructure;
  • Support the heads of units/divisions of NDPR in the coordination of activities relating to the area of expertise.
  • The implementation of the operational plan of the MIP program regarding the area of investment planning and monitoring.

The project advisor performs the following tasks:

B.    Task

  1. Management and operational tasks
  • Work and coordinate with the heads of units/divisions of NDPR and will advise on approaches and methods in the area of investment appraisal
  • Support the development of a capacity building plan to ensure that adequate capacity of NDPR staff and respective procedures are built;
  • Support NDPR in the coordination of investment planning, also looking at monitoring of projects;
  • Support financial and economic appraisal as well as prioritization of public investments in the context of limited resources;
  • Provide recommendations on priority projects to be funded in the medium-term expenditure framework and proposes modes of financing to be pursued for projects to be funded;
  • Supports the development and utilization of a pipeline-tool for public investments;
  • Train staff on-the-job on investment appraisal, especially financial analysis;
  • Assists to draft terms of reference for short-term experts and consulting firms, e.g. for training, and helps to identify suitable experts;
  • Performs other duties and tasks at the request of management.
  1. Coordination and networking
  • Work closely with all staff of NDPR, support will be based on a quarterly work plan agreed with NDPR;
  • Report and receive joint feedback on the basis of the quarterly work plan;
  • Regularly participate in GIZ meetings and job-related training;
  • Maintain a good flow of communication and information between NDPR and GIZ.

C.    Required qualifications, competences and experience

  Qualifications and professional experience

  • Bachelor’s Degree in Finance, Business Management and/or related field with at least five (5) years of relevant work experience in an investment appraisal function, preferably in the agriculture, energy or water sector; or Master’s Degree in Finance, Business Administration and/or related field with at least three (3) years of relevant work experience in an investment appraisal function, preferably in the agriculture, energy or water sector;
  • Experience in the field of skills development and research as well as knowledge of economics, development planning concepts, and project management are an added advantage.

Other knowledge, additional competences

  • Good working knowledge of ICT technologies (related software MS Office, phone, email, internet).
  • Advanced knowledge in using Microsoft Excel and PowerPoint;
  • In-depth knowledge of investment appraisal methods (static and dynamic) and financial analysis, incl. financial modeling;
  • Strong implementation and follow up skills;
  • Strong creative thinking, strategic planning, and decision-making capabilities;
  • Ability to communicate effectively in national languages (English and Kinyarwanda) with a wide range of stakeholders including high-level policymakers;
  • Strong managerial and organizational competence;
  • Motivation and willingness to up-skill as required by the tasks to be performed – corresponding measures are agreed with management;
  • Additional professional qualification, like CFA, ACCA, CPA, is an added advantage.

Trade Policy Advisor for the AfCFTA Support Programme

To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).

The African Union (AU), established as a unique Pan African continental body, was charged with the responsibility to coordinate and provide overall guidance for the negotiations on the African Continental Free Trade Area (AfCFTA). The AfCFTA entered into force on May 30, 2019, and implementation is set to start in January 2021.

The trade advisor will be responsible for the setup of the technical advisory component of the project towards the AfCFTA Secretariat as well as Ghana as an African Union (AU) Member State. The project in support of the African Continental Free Trade Area (AfCFTA) works in close collaboration with the Department of Trade and Industries (DTI) of the African Union, AfCFTA Secretariat, Member States and partners such as UNECA, the International Trade Centre (ITC) and a large number of African actors to support the content of free trade negotiations in the areas of trade in goods and services, trade facilitation, customs cooperation as well as on the investment protocol. The project also works on industrialization, e-commerce, women in trade, value chains, special economic zones and other trade-related issues. The project is part of the GIZ portfolio with the African Union in Addis Ababa under the direction of the GIZ Liaison Office to the AU. Due to the continental relevance of its mandate and range of tasks, the project increasingly cooperates with global and other regional GIZ projects, for instance with the East African Community (EAC) and African member states.

 The trade policy advisor performs the following responsibilities:

A.    Responsibilities:

  • Support the bilateral partners in Ruanda in fostering their role in implementing the AfCFTA through technical advisory services on the member state level
  • Close collaboration with AU Commission, the GIZ AfCFTA Support Programme Team (which the advisor is part of) as well as with RECs
  • Manage short-term experts to undertake subject-specific research into areas of concern to Member State representatives participating in technical meetings throughout the key project component topics of trade in services, goods as well as the investment protocol.
  • Technical advice and project coordination on various aspects of trade integration, including trade in goods, trade in services, trade facilitation, and stakeholder involvement and possibly also industrialization, value chain, and other emerging topics
  • Participate in the AfCFTA Team meetings and bilateral exchanges with AfCFTA advisors throughout the various project components and locations
  • Work with other GIZ projects and be familiar with GIZ internal procurement processes

The trade policy advisor performs the following tasks

B.    Tasks

  • Support of the project and in particular the programme management in all areas of programme management; on all levels and all complexities
  • Support the preparation of contracts, preparation of Terms of Reference and other project documents
    • Work closely together with the technical advisors and head of the component in following all steps and prepare all necessary documents for contracts
    • Communication with potential consultants and contractors as well as partners
    • Follow up all steps with GIZ HQ in Germany and Country Office of GIZ
  • Support in the field of communication, public relations, preparation of fact sheets, including social media and websites
    • Collecting necessary information from technical staff to prepare fact sheets and project briefs;
    • Coordinating inputs for communication documents
  • Support in setting up a monitoring system
  • Support to comply with data protection regulations
    • Be the liaison person with the data protection unit in GIZ HQ
    • Prepare and follow up all necessary steps to comply with data protection rules
  • Support for the introduction of digital tools in the project
    • Get familiar with all digital tools of GIZ and act as a mentor to all staff
  • Documentation and follow-up of meetings with local and international companies

C.    Required qualifications

 Qualifications and Professional experience:

  • Master’s degree in Economics, Law, or equivalent
  • Fluent in written and spoken English. Fluency in French is an asset.
  • Demonstrated experience of at least 4 years in trade policy, in e-commerce an advantage
  • Solid understanding of regional and continental economic integration issues in Africa
  • Experience in development cooperation is an asset
  • Experience in working with AU or other regional organizations is an asset
  • Flexibility to travel within the region

Other knowledge, additional competences

  • Finely tuned organizational skills and ability to work on one’s own initiative
  • Able to work under little supervision but at the same time being a real team player
  • Persistent and focused on the tasks, but at the same time creative and open-minded
  • Excellent communication skills; experienced in communication on different levels and with different target groups (public and private sector)
  • Very good working knowledge of ICT and computer applications (e.g. MS Office)
  • Excellent knowledge of English, orally and written; fluency in German required (up to a level that documents of several pages can easily be understood and correspondence (emails, letters) and briefing notes can be prepared by the professional in good grammar and without a lot of proofreading).

The Pan-African e-Commerce Initiative aims to improve the framework conditions for companies to participate in cross-border e-commerce and is being implemented in Rwanda, Kenya, and Tanzania. Focal aspects of the project are:

  • Capacity building for companies looking to utilize e-Commerce platforms to increase sales
  • Improving the political and regulatory framework for digital trade
  • Strengthening networks of relevant stakeholders

The main project office will be in Eschborn, Germany with regional offices in the respective countries.

The Advisor to the Pan-African e-Commerce Initiative (PeCI) in Rwanda will perform the following responsibilities

A.    Responsibilities

Technical:

  • Establish and manage collaboration between the PeCI and stakeholders in Rwanda
  • Gather and disseminate relevant information to stakeholders in Rwanda, East Africa, and Europe
  • Contribute to technical advisory to relevant partners and stakeholders on facilitating e-Commerce in Rwanda

 Project Management:

  • Ensuring that the activities are closely coordinated with the programmes related to e-Commerce in Rwanda, East Africa, Germany and worldwide
  • Support actively the Monitoring & Evaluation efforts of the programme
  • Support effective communication of the Initiative and network proactively with relevant stakeholders
  • Support financial planning, monitoring, and reporting for the project in Rwanda
  • Contribute actively to reports (regular and ad-hoc), PR materials, requests from GIZ HQ and for the preparation of political and economic delegations

Administrative:

  • Ensure that logistical and administrative elements of the project run smoothly and aligned to existing processes

C.    Required qualifications

Qualifications and Professional experience

  • University degree in Economics, Business Development, Information Technology, or related field. Post-graduate qualification preferred
  • At least three years of professional experience in the field of trade, logistics, private sector development, or sales – ideally in the private sector.
  • Strong knowledge of digital modernization in Africa and of Rwanda’s digital eco-system.
  • Excellent organizational and coordination skills. Project management skills and experience would be a strong asset
  • Experience in the administration of a project or in an office
  • Ability to work independently, structure your tasks, familiarize yourself with new topics quickly and comprehensively
  • General understanding of financial planning and accounting
  • You have excellent writing and communication skills and a great interest in ICT and digitalization; you are very flexible and able to work under time constraints.
  • Business fluency in English is vital. Knowledge of German and/or French would be an advantage.
  • Demonstrated cultural sensitivity and high commitment to integrity
  • Skills in business planning, financial management, and project management will be a strong asset

In the framework of a multilateral commitment towards the promotion of peace and security in Africa, GIZ – German Development Cooperation – supports the International Conference on the Great Lakes Region (ICGLR) in implementing its Pact on Security, Stability, and Development in the Great Lakes Region.

Location: Kigali (frequent travels inside and outside of the Great Lakes Region)

A.    Responsibilities:

Under the direct supervision of the Program Manager, the professional event manager has the following functions and responsibilities:

  • Oversees and leads on the administrative and logistical organization of the project activities and events in ICGLR Member States (training, workshops, conferences etc.);
  • Prepares budgets and provides financial oversight and follow-up of project activities and events
  • Initiates and oversees procurement processes in line with GIZ rules and regulations

B.    Tasks

Besides other duties within the context of the program assigned to the expert, s/he will fulfil the following tasks in close coordination with her/his superior:

Administration and Logistics

  • Lead on the administrative and logistical preparation and implementation of program activities
  • Prepares checklist of events set out roles and responsibilities and deadlines prior to the event
  • Organizes booking of travel and accommodation, including preparation of travel requests,
  • Prepares logistics notes and agenda (with support of component leaders) and liaise with participants on logistics and conditions of participation
  • Drafts and sends out invitation letters, confirm participant’s attendance and compile final participant lists
  • Ensures security requirements of respective GIZ Country Offices are in place
  • Provides logistical support during the activity/event
  • Ensures proper documenting and filing following the activity and event for audit purposes

Procurement:

  • Initiates and oversees procurement processes in line with GIZ rules and regulations:
  • Liaises with respective country offices where the event takes place on the procurement of conference rooms, accommodation package, etc and complete required documentation
  • Coordinates contracting of interpreters and translators/facilitators/consultants, including drafting of ToR, completing procurement documentation, contracting etc.
  • Orders office supplies and training/pedagogical materials when necessary
  • Liaises with contractors on the submission of final reports and ensures contract modalities are respected.

Financial follow-up:

  • Supports component leaders in drafting a detailed budget for activities/events to be validated by Head of Admin/Finance
  • Requests proformas and invoices for conference venues, hotels etc.
  • Checks/signs invoices and support participants in filling out travel expense forms during the event
  • Manages all related tasks regarding reimbursement of travel costs for participants and follow-up on payments with respective Country Offices
  • Follows-up on payment of contractors upon presentation of final invoices and reports
  • Ensures sound filing of financial aspects related to the event/activity

C.    Competencies

  • Planning and organizing – ability to establish priorities and to plan, coordinate and monitor own work plan;
  • Political Sensitivity – understanding of politics and state functioning in combination with diplomatic appearance;
  • Self-Management – Excellent ability to deliver results independently, on time, and according to highest quality standards;

D.    Key Qualifications

  • Ability to work in a multicultural team;
  • Languages: For the post advertised, fluent oral and written French and English is required. Knowledge of other languages (Arabic, German, Kirundi, Portuguese, or Swahili) is a plus.

The event management professional will be based in Kigali / Rwanda with frequent travels inside and outside of the Great Lakes Region. The expert will spend up to 40 percent of her/his working time traveling outside of Rwanda.
