The Economic Inclusion of Refugees and Host Communities project (Special Initiative Refugee) is a joint Rwandan-German Development Cooperation project implemented by GIZ, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The project aims to improve the economic inclusion of residents of Mahama, Mugombwa and Kigeme Refugee Camps and neighbouring communities. The project facilitates interventions in the following fields of action: (1) improvement of framework conditions at the national and local level, (2) business start-ups and expansions particularly in the refugee camps and surrounding areas, (3) professional development for young refugees and the youth from neighbouring communities and (4) psychosocial support for those in need.

In order to fulfil the increasing data management and protection needs, as well as ensuring external communication and public relations (PR) to communicate the project’s activities and achievements and to comply with the Rwandan and GIZ data protection rules and regulations as well as GIZ’s communication and PR rules and regulation, we are looking to recruit a Data Management, Communication and PR Officer to support the SI Refugee team. The position will be based in Kigali.

Location: Kigali.




Fixed Term: (01.02.2021 – 31.05.2023)

1.    Responsibilities

 The Data Management, Communication and PR Officer is responsible for:

    • Ensuring that the project complies with the Rwandan and GIZ data protection regulation in close coordination with GIZ head office Digital Transformation Officer.
    • Establish and ensure correct and smooth processes regarding data protection and management in the project
    • In charge that all necessary data protection forms are filled properly and on time to confirm compliance




  • Ensuring proper documentation of all processes and storing of data for Monitoring and Evaluation purposes in close coordination with the project’s Monitoring & Evaluation Officer
  • In charge of developing internal and external communication and PR activities of the project in close coordination with project manager and GIZ Rwanda Country Director.
  • Ensuring that project communication and PR initiatives comply with GIZ regulations in close coordination with GIZ Communication Officer at country office

2.    Tasks

 The Data Management, Communication and PR Officer performs the following tasks:




    • Establish and communicate the correct and complying process of implementing the data protection regulations in the project and for partners
    • Filling all necessary documentation for each activity to ensure compliance with the data protection regulation
    • Contact person for the project team on all data protection related questions and data management




  • Support in developing the project’s communication concept
  • Developing digital and printed communication materials
  • Supporting the organization of events, awareness raising campaigns, visits and stakeholder meetings
  • Any other duties and tasks at the request of the project manager




3.    Required qualifications, competences and experience

Qualifications and professional experience

  • Bachelor of Arts (BA) in Communication or any related field; Master’s degree is an asset
  • At least 2 years’ professional experience, ideally with first experience in data management, monitoring and evaluation, communication and PR and/or with an international organization/international NGO

 Other knowledge, additional competences

    • Finely tuned organisational skills and ability to work on one’s own initiative
    • Able to work under little supervision but at the same time being a real team player
    • Quick learner; affinity to numbers as well as good understanding why details matter

To oversee the construction of two markets funded by the project and implemented by Nyamagabe district and Gisagara district, we are looking to recruit a Civil Engineer to support the SI Refugee team. The position will be based in Huye, while the construction sites will be in Mugombwa (Gisagara) and Kigeme (Nyamagabe).

Location: Huye.

Fixed Term: one year (01.02.2021 – 31.01.2022)

1.    Responsibilities

 The Civil Engineer is responsible for:

    • Supporting the District teams in preparing the design, cost estimations, tendering, implementation and monitoring of the construction projects of Nyamagabe and Gisagara market construction projects on behalf of SI Refugee




    • Establishing and ensuring smooth coordination between the project, the Local Administrative Entities Development Agency (LODA) and the respective district authorities
    • Supervising the construction process to ensure compliance with Government of Rwanda and GIZ standards
    • Being the focal point from SI Refugee project for the market construction projects ensuring that construction activities are in line with project objectives
    • Providing technical advice to the District teams on the design of a sustainable management model and innovative concepts for integrating livelihoods initiatives around the construction projects
    • Renders other services and tasks as may be assigned by the head of Construction Unit in GIZ head quarters




  • Keeping an overview on the two construction measures by developing a tracking system for the two construction projects
  • Keeping record of all construction measures and uploading all essential documents to GIZ’s Document Management System (DMS) on a regular basis

2.    Tasks

 The Civil Engineer performs the following tasks:

    • Check the submitted design of all projects and finalize required planning documents
    • Support the tendering processes with both districts of Nyamagabe and Gisagara for construction companies and supervision companies
    • Management of all office and site activities related to the construction projects on behalf of SI Refugee
    • Monitoring and supervising of projects and report to the project manager ensuring quality, time and costs of construction




  • Perform structural analysis calculations, develop/maintain standard specification sheets, assess civil and structural design and cost surveys when applicable
  • Technical coordination with all disciplines related to the construction projects optimizing the design and implementation of livelihood promotion activities
  • Participation of cost saving approaches to the overall project
  • Preparing periodic progress reports and ensure timely implementation of activities
  • Any other duties and tasks at the request of the project manager

3.    Required qualifications, competences and experience

  • University degree in civil engineering or architecture

Qualifications and professional experience




  • Minimum of five years’ experience working on construction sites as project engineer/supervisor
  • Site management experience under challenging conditions.

Energising Development (EnDev), implemented by GIZ, is launching the Reducing climate impact of cooking in Rwanda through improved cooking energy systems (ReCIC) programme. This consist of a Multi-donor Action jointly co-financed by the European Union, as part of the Global Climate Change Alliance (GCCA+) initiative and the Federal Ministry for Economic Cooperation and Development.




Through ReCIC, EnDev aims to set up a sustainable production and dissemination chain for improved cookstoves (ICS) as well as for improved or alternative fuels in Rwanda through a threefold approach: 1) increase production capacities, 2) consumer awareness 3) increase dissemination of ICS and improved fuels.

ReCIC the supports this shift from traditional stoves or three-stones towards more efficient cooking energy systems with a two-pronged approach targeting both efficient cooking devices (cooking the same amount of food with less fuel) and fuel supply side (sourcing the fuel in a more sustainable way). Moreover, ReCIC seeks to strengthen the respective value chains from production to usage. This includes the development of a competitive and sustainable private led production, import, and dissemination of efficient cooking devices and alternative fuels with a low carbon-footprint adapted to the local context and with a strong expansion potential.

One approach to achieve the goals of the programme consist of increasing production capacities of artisans’ workshops and local companies. The ICS and Fuels advisor will provide guidance and build capacity in the area production of ICS and fuels, quality-control, testing, and labeling system. In order to successfully implement ReCIC action, EnDev Rwanda is searching for one candidate for the position of Cooking Energy Technology Advisor.




 Location: Kigali.

Fixed Term: December 2023

A.    Main Tasks and Responsibilities:

1.    Provide technological advice to ICS and fuels production units:

  • Analyse partners (workshops and companies) regarding their need for technical support as well as their aptitude for a partnership with EnDev Rwanda




  • Design and procure production infrastructure — such as clay mixers and crushers, extruders, kilns, metal fabrication tools including preparation of technical drawings, and other procurement documents
  • Develop tailored training modules, materials, and consultancies for partner companies and workshops
  • Oversee the installation of EnDev-funded production infrastructure and induction of users
  • Implement training measures and provide continued coaching and on-the-iob training complemented by regular meetings, exposure visits, quality checks, etc.




2.    Monitor quality and performance of ICS and fuels production in partner companies:

  • Conduct ICS performance tests following international test protocols and their demonstration and prototype household and institutional ICS
  • Technical monitoring of supported partner companies and other EnDev Rwanda partners
  • Give updates to ICS coordinator and the project team regularly on the progress of ongoing and planned technical and infrastructure support activities as well as challenges to be addressed
  • Compile information on project activities, production levels, and sales achieved by partner companies and workshops as well as the documentation of lessons learnt and approaches




3.  Other duties/tasks:

  • Support the ICS coordinator developing market incentive schemes to boost production and distribution of stoves for partner companies and workshops
  • Support preparation and execution of cooking demonstrations, fairs, and other events
  • Conduct research and other inquiries based on the program’s needs
  • Prepare and manage technical consultancy contracts related to production and certification of ICS and fuels
  • Perform any other duties and tasks at the request of the Management including but not limited to activities related to technology, performance, and M&E for ICS and cooking fuels in Rwanda.




B.    Candidate profile and required qualifications and experience

The candidate must demonstrate technological expertise in ICS and/or fuels and have background in engineering or similar.

Qualifications and Professional experience:

    • Minimum of 7 years of professional working experience in a similar position in the energy sector, including at least 3 years of active engagement with the private sector, research institute or an international organization in the ICS sector
    • Excellent understanding of the Rwandan household ICS sector and its trends
    • Excellent theoretical knowledge and practical experience in lCS development, design, and construction for wood fuel and charcoal, especially thermodynamics, material properties as well as local availability and costs of materials




  • Proven experience in the optimization and mechanization of ICS production processes
  • Ability tointerpret and turn into action scientific guidelines in regard to stove and fuel testing
  • Knowledge and experience in the fields of institutional and productive use ICS and fuels is an advantage

Additional competences:

    • Ability to work on one’s own initiative and to work with team members in a multi-disciplinary and multicultural team




    • Eagerness to travel regularly to the field and engage with target groups
    • Strongly skilled in designing and moderating workshops/trainings

Brief information on the project

The German Energy Solutions Initiative was launched by the German Bundestag in 2002 to make a significant contribution to climate change mitigation by promoting high-quality German products in the field of renewable energies. Support has since been provided to small and medium-sized German enterprises (SMEs) in the fields of renewable energies, energy efficiency, smart grids, and storage technologies as they seek to position themselves on international markets. The Project Development Programme (PDP) for developing countries and emerging economies is a major pillar of the German Energy Solutions Initiative along with the German Chambers of Commerce Abroad’s Business Trip Programme, the German Energy Agency’s Renewable Energy Solutions Programme, and the Foreign Trade Fair Programme. PDP is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and currently in phase 4 in the following target regions: West Africa, South and East Africa, the Middle East, South Asia, and South-East Asia. The programme’s objective is pursued through several sets of measures, which include:




Context

In recent years companies in Rwanda have seen grid supply stabilizing and diesel generator usage decreasing. However, Rwandan electricity prices are some of the highest in the region, thus negatively impacting the operational costs of many companies in the commercial and industrial sector. The current status of the market for renewable energy technologies in Rwanda shows significant development in the sector of large-scale hydro and thermal power applications as well as some utility-scale projects in PV solar, while reference projects for commercial and industrial clients and here especially within the field of captive power exist only very marginally. Reasons are mostly that potential end consumers and companies either lack awareness of renewable energy applications and their feasibility as alternatives to conventional power supply or have been hesitant to invest due to insufficient access to financing options in the country in recent years. PDP with its programme activities wants to move into the niche of PV solar applications for clients from the commercial and industrial sector and in this process is looking to hire a Technical Advisor.

1.    Responsibilities  

The Technical Advisor in Rwanda is in charge of early-stage project development services for solar PV solutions, including site audits and load measurement of the electric consumption at specific production facilities. He/ She will carry out tasks in regard to identification of project opportunities, initiation of project development, contact management of German and local project partners as well as knowledge management all within the field of renewable energy technologies. The Technical Advisor will work with private as well as with public stakeholders.

2.    Tasks

The Technical Advisor also performs the following tasks:

A.     Project Development

    • Compiles information on renewable energy market, the energy legal framework, and business opportunities in Rwanda;




  • Proactively builds networks within the industry and identifies project opportunities and future project partners with promising ideas and development potential
  • Acts as a facilitator for RE and EE project development: Supports and advises stakeholders and potential partners in the process of generating, structuring and formulating project ideas and concepts.
    • Conducts engineering site audits to collect and verify structural and electrical data (number of connection points, current supply situation, description of energy mix, energy consumption and load, tariff structure, equipment in use, outages and resulting electricity costs, pattern of operation) as well as other site related information like roof quality and accessibility, availability of roof (orientation and inclination) as well as ground spaces (shading)
    • In cases of insufficient load data, management of load measurements or load modeling necessary for further technical and financial simulations. Must be discussed with and approved by the GIZ PDP Country Manager, Bonn.
    • Works closely with PDP Country manager in Bonn and third-party consultant in the design of solar PV systems and cash-flow modeling in the commercial and industrial sector using selected simulation tools
    • Works closely with local banks, auditors, and regulatory authorities
    • Presentation of results to the client (local off-taker), with the goal to convince the client to opt for the proposed system.




  • Supports technical and financial tender evaluation, where needed.

Manages administrative procedures within the GIZ country office, such as contracts with third parties, travel bookings, visa procedures and others

B.    Coordination

  • Plans, coordinates, and documents meetings, workshops, seminars, and other project activities;
  • Organizes, prepares, and implements professional information and expert workshops;
  • Manages and assists short-term experts/consultants assigned to projects/programmes in completing their tasks (e.g. consultancy for load measurements)
  • Supports in implementation of business trips organized by the Delegation of German Industry and Commerce (AHK), where necessary for German renewable energy companies to Rwanda;
  • Compiles an overview of programme activities, deadlines, etc. as discussed in team meetings and presents this regularly during the meetings.




C.    Implementation of project activities

  • Implements activities outlined in the existing PDP operation plan and to the satisfaction of PDP and the private partners;
  • Assists in activities in line with the PDP collaborations with industry associations.

D.    Communication, knowledge management and monitoring

    • Represents PDP Rwanda in regional conferences, workshops, seminars, and relevant events in collaboration with the project coordinator;
    • Identifies Rwanda-specific tenders in the field of renewable energy and energy efficiency, which are relevant to German companies;




  • Prepares PR contributions, identifies appropriate distribution channels in case of significant PDP events, and compiles articles for newsletters;
  • Assists with PR work for the programme
  • Organises and updates programme documentation in the respective data management system.
  • Continuously updates the PDP Rwanda’s contact database
  • Updates information on project progress, documents and reports regularly on the PDP monitoring platform
  • Assists with report writing for all project activities undertaken




Required qualifications and experience:

  • Academic degree in energy, engineering, economics, or related field
  • Knowledge in the area of renewable energy and energy efficiency;
  • Practiced knowledge on the topic of side auditing and specifically performing load measurements is an advantage.
  • In-depth experience in project development (renewables or other industry) is a prerequisite
  • At least 5 years of working experience in industry or engineering, preferably in project development, business development, market development, preferably in the energy sector and/or textile industry
  • Existing network within the RE and/or EE industry and/or any other industry with high energy consumption, especially the textile industry, is a plus




  • Excellent networking skills
  • Strong organizational competence, administrative and event organization experience is a plus
  • Highly motivated to work in a multicultural environment

ReCIC will support a wide range of ICS and fuels by giving the choice to the Rwandan users to adopt the most appropriate technology according to their needs and purchasing power through a market-based approach. In doing so, producers of both ICS and alternative fuels will be enabled to grow and professionalise their businesses, and eventually transition into a semi-industrial production with bigger output and improved quality products to better serve the Rwandan market. The ReCIC programme is aligned with the Sustainable Development Goals (SDGs) and the Biomass Energy Strategy (BEST) of the government of Rwanda.




One approach to achieve the goals of the programme consist of increasing consumer awareness through marketing activities (i.e. radio and TV advertisements) and community mobilisation (i.e. education campaigns). Moreover, the advisor will provide guidance and build capacity in the areas of marketing, sales, behavior change, and business development through training or coaching sessions aimed at producers, retailers, and/or end-users. To successfully implement ReCIC action, EnDev Rwanda is searching for one candidate for the position of Marketing and Business Development Advisor.

Candidate Profile

The candidate must demonstrate working experience and a strong understanding of marketing. Candidate must demonstrate excellent communication skills and have excellent written and oral skills in Kinyarwanda and English. Moreover, the candidate must have the skills to effectively design, implement, and measure the impact of marketing and awareness-raising campaigns for ICS and fuels across Rwanda. A.    Main Tasks and Responsibilities:

1.    Create and implement the marketing and community mobilisation strategies for ReCIC:

    • Support the conception and production of marketing material to promote ICS and fuels. This includes e.g. presentations, posters, billboards, PR gadgets (such as t-shirts), etc.;
    • Support the conception and production of a nationwide marketing campaigns for ICS and improved fuel. This includes, e.g. road shows, cooking demonstrations, radio and TV advertisements, umuganda activities;
    • Implement multi-level public relations and awareness-raising campaigns to promote the advantages of improved and efficient cooking technologies;
    • Collaborate with consultants and service providers to produce and disseminate all marketing materials and media;




  • Support production of marketing material for ICS and fuels producers and retailers;
  • Design tools to keep record of activities and measure impact of marketing and community mobilization strategies;
  • Create educational toolkits and marketing guides aimed at producers, retailers (e.g. agents or retail shops), and end-users.

2.    Co-Design and conduct training and/or coaching sessions on business plan development, marketing, sales strategy, and customer service:

    • Conduct research on best practices in terms of behaviour change, marketing strategies, and business models in the ICS sector and adjust it to the local contexts with support of programme coordinator;
    • Co-design training materials and guides on business development, business models, marketing, sales, customer service, and alike;




  • Conduct training and coaching sessions aimed at producers and retailers;
  • Conduct awareness sessions on the advantages of ICS and the proper usages of ICS and alternative fuels.

3.    Other duties/tasks:

  • Support the development of communications and a PR strategy to promote ReCIC;
  • Conduct market research and other short inquiries based on programme’s needs;
  • Support ICS coordinator in the design and media selection for publications and programme status reports;
  • Perform any other duties and tasks at the request of the management including but not limited to activities related to marketing, community, monitoring and evaluation, and business development for ICS and fuels markets.




B.    Required qualifications, competences, and experience

Qualifications and Professional experience

  • Bachelor’s degree in marketing, business, communications, business administration or relevant field; a master’s degree in relevant field is an asset;
  • At least 5 years’ professional experience in a comparable position; ideally with strong focus in marketing or sales; having held a first Senior Position will be an asset;
  • Working experience in an international organization/NGO or private sector.




 Other knowledge, additional competences

    • Ability to work on one’s own initiative and to work as team player
    • Eagerness to travel regularly to the field and engage with target groups
    • Strongly skilled in project management
    • Curious and quick learner as well as good understanding why details matter

  • Ability for abstraction; not only fulfilling instructions without scrutinizing
  • Strong working knowledge of ICT (e.g. MS Office); good knowledge of design software (i.e. Adobe package or CoreIdraw) is an asset
  • Excellent knowledge of English and Kinyarwanda, orally and written; ability to express oneself in clear sentences with relevant context;

National Programme Advisor: Research Analyst for Macroeconomic and Investment Policies




The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).

 The Programme “Macroeconomic and Investment Policies” (MIP) contributes to the overall objective of strengthening capacities of key government and academic actors in Rwanda to shape economic and investment policies geared to pro-poor growth thereby providing advice to economic policy makers, especially in MINECOFIN, necessary for effective decision-making processes.




The role of the Research Analyst is to improve capacities at the individual and institutional levels for macroeconomic management, including short-, medium- and long-term economic projections and policy analysis in the Macroeconomic Policy Division (MPD) of the Chief Economist Department (CED) in MINECOFIN. The MPD plays a central role in formulating and coordinating inclusive growth-enhancing policies. Its key responsibility is to provide a continuous assessment of current economic conditions in Rwanda and conduct analysis and research on the economic situation and outlook. Outputs and activities of the MPD include:

    • Medium-term annual macro projections (real, fiscal, monetary, external sector, external-domestic debt) and short- and medium-term quarterly macroeconomic projections and policy simulations, mainly for Budget, MTBF, IMF reviews, NST1 and long-term strategies
    • Analysis of macro-micro linkages, notably trends and policy impacts in income distribution, employment, and poverty, including with the help of SAM and CGE model
    • Long-term growth projections and analyses of its determinants, including demography, human capital, public investment, and environmental/climate change factors




  • Analysis of tax policy reforms (initiate tax policies and laws, taxation agreements), tax incidence studies; forecasting budget revenue; and monitoring revenue performance
  • Preparation of discussions with IMF, including for PCI- & RCF-supported programs
  • Preparation of analytical economic chapters of Budget and MTBF, Economic Briefs and Outlooks, Annual Economic Reports, other economic and policy analyses etc.
  • Coordination with MINECOFIN departments and government agencies: CED Debt Division and External Financing Division on finance and debt projections and monitoring; other MINECOFIN departments of planning (NDPR), Budget, and Accountant General (AGD); and outside MINECOFIN with RRA, NISR, and NBR
  • Continuous enhancement of data efficiency: data flows and processing tools, standardized databases and data management for economic analysis and reporting.

Duties and responsibilities of the National Programme Advisor

    •  In general, supporting the MPD in its research and modelling activities, including through on-the-job training of MPD staff; in particular:
    • Supporting operationalization and maintenance/further development of quarterly macroeconomic policy simulation model (using MATLAB)
    • Supporting micro analysis of income distribution, employment, poverty using household and other surveys (using STATA) as part of related research project with IPAR
    • Supporting projection/modelling activities in long-term growth and tax revenues.




  • Undertaking urgent work in macroeconomic analysis at request of Senior Economist
  • Assisting in shaping small research projects of research associates and coaching them
  • Participating in GIZ meetings and sector network meetings and job-related trainings.

Additional responsibilities

  •  Represent MIP Programme towards Rwandan Partners and partner institutions
  • Help formulate and monitor operational plan and budget for SA1
  • Support international experts under the MIP programme in delivering their training, advisory, and applied research activities




 Reporting

  • The national advisor is GIZ staff, supervised by, and reporting to, the GIZ MIP Programme Manager, who coordinates with the Chief Economist
  • The work of the advisor is guided on a day-to-day basis by the Senior Economist
  • On functional matters as outlined under Duties and Responsibilities, the Advisor works closely with GIZ MIP staff in SA1 and with staff in MPD and CED.

Profile

The successful candidate has the following attributes:

    • A Master’s Degree in quantitative economics or Econometrics/Statistics with economics minor from a recognised university; a PhD is an additional asset
    • At least 3 years of relevant work or research experience in the field of Economics and quantitative methods




  • Excellent knowledge of econometric/modelling software (MATLAB and STATA or Eviews)
  • Good oral and written communication skills in English; French is an added asset
  • Pro-active approach, ability to work in teams, integrity, and respectful attitude towards government official
