Background
I.Organizational Context

Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Rwanda has been working with the Government, UN Partners, Civil Society, the Private Sector, Development Partners and other key partners to promote gender equality and the empowerment of women and girls in the country through its programmes.

Description of responsibilities

Under direct supervision of the National Programme Officer and overall guidance from the Head of Office, the Communications, IT, Innovation and Knowledge Management officer will be responsible for providing communications, IT and knowledge management support to the Country Office, by implementing the communications strategies to drive and support advocacy efforts to advance gender equality and women’s empowerment, as well as increase UN Women’s visibility with partners, the media and the public.

II. Functions and key results expected

Summary of Key Functions:

  • Support Implementation of the Communications and Advocacy Strategy,
  • Contribute to the formulation and implementation of an innovation strategy for the country office
  • Documentation, Knowledge Management and Sharing,
  • Strengthen internal communications,
  • Liaison with the United Nations Communications Group (UNCG) and the UN Women Regional and Headquarters Communications Team to feed national initiatives into corporate communications initiatives and vice versa,
  • Provide web management services and administrative support regarding ICT issues,

The Communications, IT, Innovation and Knowledge Management Officer will be expected to:

  1. Contribute to the implementation of the Communications and Advocacy Strategy
  • Support development of communications plans and strategies, production of communications materials and organization of events and activities;
  • Enhance the Country Office and its Programmes’ visibility among national and international audiences through the production and dissemination of high quality and high impact human-interest stories;
  • Support the implementation of UN Women’s corporate campaigns such as HeForShe, Generational Equality and Global Media Compact;
  • Administer and manage UN Women Rwanda’s social media platforms and update the Country Office page on the UN Women Africa and One UN websites;
  • Support engagement and management of media relations, including updating and maintaining the database of community, national and regional media contacts, bloggers and influencers;
  • Ensure high visibility of UN Women in key national and international events/campaigns; and
  • Participate in the UNCG meetings and contribute to the efforts of Communicating as One and mainstreaming gender in the ONE UN Rwanda communications.
  1. Documentation, Knowledge Management and Sharing
  • Support implementation of the Country Office Knowledge Management Strategy (this is the role of the NPO)
  • Produce and disseminate communication materials for the Country Office including office brochure and thematic programme fact sheets;
  • Develop and disseminate Country Office quarterly newsletter to relevant partners, as well as contribute to the UN Rwanda and Un Women Regional Newsletter;
  • Conduct comprehensive media monitoring of UN Women’s work in the media and share stories on gender equality and women’s empowerment with programme staff to inform programming and partnerships;
  • Coordinate and provide videography and photography documentation of all UN Women initiatives/activities and manage the country office Flickr account;
  • Develop and maintain the country office repository system that contains all publications by the Country Office and IPs.
  • Synthesize lessons learned and best practices in ICT.
  1. Provide IT and web management support Identify opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (office management system, knowledge management systems);
  • Provide advice to the procurement of new ICT equipment for the office, provide technical specifications and information on best options in both local and international markets, review quotations and bids;
  • Maintain inventory and stock of supplies and spare parts in cooperation with the Procurement Unit;
  • Provide ICT support to key events, as required.
  1. Programme support
  • Provide communications advice and support to programme staff and partners as required, including with media relations, documentation and reporting of success stories and events, quality control of branding and documentation, and generally to improve communications capacity;
  • Contribute to the innovation portfolio of the Country Office;
  • Technically lead the development and management of the BuyFromWomen Digital Platform;
  • Provide any other knowledge management and communications support as needed.

VI. Qualifications

Education

  • Bachelor’s degree in Communications, Knowledge Management, Information management systems or related field

Experience

  • At least 2 years of professional experience in the communications field;
  • Strong technological awareness and solid experience using a range of standard IT software;
  • Demonstrated experience in the capture, development, communication and effective use of information;
  • Computer literacy, electronic networks, and software used for communication purposes (i.e. Websites, electronics bulletin, etc.);
  • Good experience with new media and generating web content;

Language Requirements

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset;

2.Security Operations Centre (SOC) Assistant-2 Positions

Background

I. Job Purpose and Organizational Context

UN in Rwanda employs approximately 800 personnel countrywide in 7 Duty Stations. As a mandatory Security Risk Management (SRM) measure in Rwanda the United Nations operate a UN Security Communications System for voice and data communications, consisting of wireless (4G, VHF, HF, Satellite), the land line telecommunication (telephone, IP) the electronic Travel Advisory Application (eTA-App) with its international messaging function and agency Rwanda specific messaging systems. The SMT has agreed that the SOC will function as the communication mechanism for all UN Agencies in Rwanda.

The accountability for operation and maintenance of the common Security Communications System (SCS) lies with the UNDSS Security Advisor (Security Policy Manual). The infrastructure is funded by the Locally Cost Shared Security Budget (LCSSB). It consists of

  • A 24/7 Security Operations Center (SOC) (5 Assistants) in Kigali,
  • VHF repeaters outside the capital city, covering the entire country linked to the SOC
  • Tracking and messaging services/applications

Radio Rooms and/or VHF repeaters, operated by personnel of Agencies, Funds and Programmes for their individual operational purposes will be linked to the common SCS and follow the same Standard Operating Procedures (SOPs).

Duties and Responsibilities

Summary of key functions: One SOC Assistant is to be on duty and present in the SOC always. Any short absence during the day may be covered by the SOC Technician. The SOC Assistant responsibilities include but are not limited to:

  1. Maintaining contact with all stations regarding missions;
  2. Monitoring all communications systems/networks and responding when required. Check the SOC email continuously;
  3. Ensuring that all missions to/from the field are logged and are in the mission tracking sheet. All ‘closed’ mission tracking records are saved.
  4. Ensuring all messages received/sent either by phone (landline/sat phone/cellphone) or radio are logged before being dispatched and after receipt;
  5. Ensuring that Security Adviser is informed of any loss of contact with a mission or any other communication failure;
  6. Notifying the Security Adviser of any incident/accident reported via any means;
  7. Advising SOC Technician   immediately on faults in the telecommunication networks and undertake all necessary action to provide a prompt reestablishment of service;
  8. Providing necessary assistance to all UN personnel as requested;
  9. Maintaining strict confidentiality of all information sent and received through all communications means.
  10. Maintaining the radio log archive;
  11. Ensuring that a complete handover/takeover is carried out and remaining on duty until properly relieved. (The outgoing SOC Assistant must brief the incoming SOC Assistant of all events, especially the status of missions in progress, pending cases and actions to be taken. Note any deficiencies or unserviceable equipment in the occurrence and handover notes);
  12. Ensuring all radio communications users comply with standard radio procedures, call signs, and that radio discipline is strictly maintained;
  13. Receiving, processing, recording and passing all security related information to the appropriate locations/authorities;
  14. Maintaining email communications.
  15. Communicating with all other applicable UN networks, ensuring radio communications for operational and security purposes are in place;
  16. Conducting radio checks as required and reporting to the Security Adviser / Local Security Assistant;
  17. Establishing and maintaining contact with wardens once warden system is activated and supporting staff accounting;
  18. Monitoring major international and local news, TV channels and sharing news summaries with the management team.
  19. Provide communications support during emergencies/security incidents such as MEDEVAC and MCI
  20. Provide security alerts through the SMS and eTA systems
  21. Assist in the Management of UN ground passes (“UN-ID”), staff counts and lists of personnel;
  22. Other tasks related to Security Communications as instructed by the UNDSS Security Advisor;

Required Skills and Experience

IV. Recruitment Qualifications

Education:

  • Secondary Education, Certificate in Radio operating field is desirable and University Degree in related field is an asset

Experience:

  • Minimum 2 years, UN, NGO or Government (Military, Police or Emergency services) experience; experience in the operation and maintenance of radio- and IT equipment is an asset;
  • Good general geographic knowledge of the country;
  • Excellent inter-personal and oral communication skills;
  • Excellent computer literacy and skills (MS office, internet browsers, smart phone apps – IOS & Android),
  • Experience in the use of GPS applications such as Google Maps, Google Earth and use of GPS devises would be an asset.
  • Ability to work with minimum supervision, with efficiency, competency and integrity

Language Requirements:

  • Proficiency in written and oral English.  Knowledge of local (Kinyarwanda) language is essential.
