National Coordinator (DDAG) – UNDP Rwanda ( Re-advertised)

Background

Organizational Context

Under the guidance and direct supervision of the UNDP Head of Unit- Transformational governance unit, the national coordinator is responsible for general management of the “Deepening Democracy and Accountable Governance” programme. The national coordinator analyzes political, social and economic trends and leads the formulation, management and evaluation of programme activities and provides technical advisory services.

The purpose of the “Deepening Democracy Through Strengthening Citizens Participation and Accountable Governance” program is to deepen democracy and strengthen citizen participation and accountability in governance through reinforcing inclusive participation and strengthening political accountability by addressing the issues of citizen empowerment, political participation, media-sector reforms and use of evidence-based governance and planning.

A national coordinator will be recruited to oversee the implementation of the UNDP program related to democratic and accountable governance in Rwanda. These projects are supporting the implementation of UNDP’s project contributing to the Governance and Decentralization sector strategic plan. The national coordinator will also provide technical assistance to the implementing partners in the elaboration of knowledge products, strategies and assessment related to the area of focus. He/She will be responsible for the day-to-day management of the projects including result-based programming, financial management and quality assurance. The national coordinator works in close collaboration with the UNDP operations team and programme staff, other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society for the promotion of civil and political rights in Rwanda and successful UNDP programme implementation.

The programme support five main implementing partners and Responsible Parties which are Rwanda Governance Board, The Ministry of Local Government, Media High Council, National Forum for Political Organization, the Rwanda Parliament, the National Electoral Commission and Media Associations.

Duties and Responsibilities

Summary of Key Functions:

  1. Provision of top-quality project technical support to UNDP, the governance and decentralization stakeholders
  2. Design and coordinate programme implementation strategies.
  3. Promote SDGs localisation through socio economic transformation at local level
  4. Contribution to DaO in Rwanda.
  5. Creation of strategic partnerships and implementation of the resource mobilization plan.

1.Provision of top-quality project technical support to UNDP, the governance and decentralisation stakeholders

  • Identification of governance matters attention from UNDP and devise strategies for evidence based and inclusive policy contributions;
  • Analyze strategically governance and development processes in the Country to propose policy and programme strategies to accelerate the localization of SDGs and the promotion of civil and political rights;
  • Create knowledge products and contribute to the office staff capacity development in the area of practice;
  • Design, facilitate and contribute to policy dialogue with the Government, Development partners, CSOs, the media for inclusive and active policy engagement;
  • Conduct analysis of policies used by various Countries and organizations to identify good practices and added value for consideration by UNDP and partners;

2.Design and coordinate the programme implementation strategies.

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to UNSDF, CPD, and other strategic documents;
  • Design and position strategically UNDP democratic governance projects within the governance sector in Rwanda;
  • Coordinate the design and formulation of the democratic governance programme and translating UNDP’s corporate priorities into local and strategic interventions;
  • Coordinate the implementation and evaluation of the UNDP democratic governance programme and devise improvement strategies;
  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management;
  • Ensure compliance to UNDP project management rules and quality assurance requirements;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions;
  • Coordinate the compliance with UNDP HACT framework particularly spot checks and audits as well as the implementation of the related recommendations.

3.Promote SDGs localisation through socio economic transformation at local level through the following.

  •  Raise awareness and promote SDGs mainstreaming in UNDP and sectoral programs and strategies;
  • Promotion of the localization of SDGs in the governance and decentralization sector;
  • Analysis of the local development trends and advise partners UNDP on inclusive and people centred development;
  • Development and promotion of innovation as a SDGs accelerator both at central as well as the local level;
  • Contribute to the capacity development of local authorities and partners in SDGs localization, monitoring and reporting;
  • Contribute to local and national efforts for SDGs reporting.

4.Contribution to DaO in Rwanda through the following.

  • Contribution to the design, implementation, monitoring and reporting of the UNSDF(UNDAP);
  • Active participation to the One UN working groups and work processes;
  • Development of knowledge products related to UNDAP outcomes to inform One UN processes and decision making;
  • Analysis of key contributing factors for the realization of the UNDAP targets and elaboration of advisory notes.

5Ensures creation of strategic partnerships and implementation of the resource mobilisation plan in cooperation with the management focusing on achievement of the following results.

  • Elaboration of UNDP funding proposals and devise tailored resource mobilization strategies;
  • Development of partnerships with the office resource mobilization task force, UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
  • Promoting the communication on democratic governance results;
  • Develop and implement an accountability strategy for each donor including timely planning and reporting as well adequate financial management;
  • Promote good collaboration and partnership with national and international partners.

Required Skills and Experience

V. Recruitment Qualifications.

Education:

  • Master’s Degree or equivalent in Public Policy, Public Administration and management, Governance, Political Sciences, Law, Business Administration or related field;
  • Specialized professional training in project management/ development/ implementation such as Prince2, Project Management Institute (PMI) certifications, or other internationally recognized project management certifications may be an asset.

Experience:

  • A minimum of 5 years of relevant professional experience in good governance and decentralization;
  • Five years of hands on experience in community development;
  • Proven experience in governance analytical work;
  • At least five years of experience in project management;
  • Experience in handling web-based management systems;
  • Proven 10 years of relevant experience is desirable.

Language Requirements:

  • Fluent (both verbal and written) in English and working knowledge of French and Kinyarwanda.
