Contract duration: Renewable fix term aligned to the project life span (ending on 30th April 2024)

Purpose of the Job

Responsible for day-to-day management and implementation of the Rwanda Housing Finance Project (RHFP) including financial management, procurement, supervision, and monitoring and evaluation.

Ensure the successful implementation and achievement of the Fund’s plan and objectives.

Main Responsibilities of the Job

    • Supervise the preparation of regular reports on the implementation of the project and submit to the Head of SPIU weekly/monthly/quarterly/annual reports on the project implementation, including financial and activity reports.
    • Monitor the project implementation and ensure periodic project implementation and financial reports are made ready in due time for submission to the World Bank and fulfil required formats.
    • Present to Management of BRD and Steering Committee the period progress report of the project.
    • Lead on all the RHFP project structuring/ restructuring and negotiations with the WB and other project stakeholders.
    • Participate to all the project meetings (internal and external).
    • Supervise and review the work performed by RHFP staff of the Project.
    • Ensure timely collection of the required data and analyses for the development, regular update and implementation of the Fund’s action plan.




  • Ensure regular monitoring of the PFIs and in a timely manner to attend issues which could negatively affect their performance.
  • Ensure that non-performing PFIs are identified within a timely manner to enable remedial measures as per the project implementation manual.
  • Follow and comply with the Project Implementation Manual and other Project Documents.
  • Prepare the project budget and procurement plan.
  • Promote teamwork, enhance communication and timely exchange of information.
  • Carry out any other duty assigned by the line managers.

JOB REQUIREMENTS

  • A bachelors’ degree in Finance, Business Administration, Management, Accounting, Economics or any other related field.
  • A masters’ degree in the above-mentioned fields will be an added advantage.
  • Engineering and development studies/degree will also be an added advantage.
  • A professional qualification (PMP or other related advanced degree/certification) is also an added advantage.

Experience and Skills:

  • Minimum of 5 years of relevant work experience (banking or project management).
  • Familiarity with Microsoft Office suite and strong Excel skills
  • Strong strategic mindset and critical thinking skills
  • Ability to work both independently and in a team under tight deadlines
  • Skilled at problem solving, developing practical solutions, and influencing key stakeholders to drive successful implementation
  • Demonstrated team leadership, organizational and managerial skills and able to supervise a team,
  • Excellent reporting writing, communication and analytical skills,
  • Ability to coordinate group activities, ensuring that roles within the team are clear and properly communicated
  • Understanding of the local, regional and international housing markets.
  • Experience with Government donor funded projects will be an added advantage.

2.Civil Engineer

Job Title – Civil Engineer

Division – Special project implementation

Reporting to – RHFP Project Coordinator

Duration – Two (2) year fixed term (renewable)

Job Purpose

The Civil Engineer to be hired by Rwanda Housing Finance Project will assist/advise on the Rwanda Housing Finance Project (RHFP) implementation, especially for the subsidy component of the RHFP that will involve of hiring contractors to develop the infrastructure facilities in the affordable housing estates. The Engineer will work hand in hand with BRD and Rwanda Housing Authority/ Mininfra on the implementation arrangements of the RHFP, especially the subsidy component. The Civil engineer will also work with PIU Team and PFI’s on matters related to financing houses fulfilling the standards of RHFP and RHA/Mininfra.

S/he will offer technical support in the development of technical ToRs for the RHFP and follow up on implementation of aspects related to civil engineering.




Duties and responsibilities

Duties and responsibilities shall include but not limited to:

  • Provide technical support on the implementation of the RHFP and specifically the infrastructure subsidy component through working hand in hand with Rwanda Housing Authority/ Mininfra, Contractors and the respective supervise companies;
  • Provide technical support the valuation of works done related to infrastructure, by providing counter-valuation of works and offering technical recommendation that will serve as basis of disbursement of infrastructural subsidy;
  • Provide capacity building to RHFP Staff in verifying fulfilment of RHFP construction requirements for houses and infrastructure;
  • Provide technical support and advice in construction engineering projects to the RHFP Staff;
  • Onsite assessment of performance for projects where clients of RHFP are to accesses houses to ensure compliance to affordable housing requirements;
  • Assess the potential risks of specific projects collaborating with the RHFP, as well as undertaking technical risk management in specialist roles in order to recommend mitigations measures beforehand to avoid project failure and hence non-performance;
  • Offer advisory services to the RHFP team in compilation of ToRs for Component II of RHFP and monitoring the implementation of the civil engineering aspects of the project;
  • Assess relevant requirements around issues such as building permits, environmental regulations, sanitary design, good manufacturing practices and safety on all work assignments to avoid noncompliance that may have adverse impact on projects completion for projects where the RHFP has a stake;
  • Carry on any other assignment delegated by the line managers.





EDUCATION, SPECIFIC SKILLS AND EXPERIENCE

Education

A Bachelor’s Degree in Civil Engineering.

A masters’ degree will be an added advantage.

Experience & Skills

Experience and skills shall include but not limited to:

  • Minimum of 4 years of work experience in housing projects; support to affordable housing projects will be an added advantage.
  • Strong project monitoring and evaluation skills.
  • Knowledge of relevant industry sector challenges.
  • Business development, donors and client relationship skills.
  • Interpersonal skills and ability to communicate clearly across all lines of business.
  • Relevant engineering computer skills.
  • Familiarity with World Bank projects will be an added advantage.
