Mission and objectives
Guided by the 2030 Agenda principle of “leaving no one behind”, UNICEF Rwanda under the current country programme will contribute to five priorities under the social transformation pillar of the National Strategy for Transformation 2017–2024: (a) Ensuring access to quality health for all; (b) Reducing malnutrition; (c) Ensuring access to and improving the quality of education; (d) Moving towards a modern Rwandan household, and; (e) Enhancing graduation from poverty and promoting resilience. The country programme will be implemented as part of the United Nations Development Assistance Plan 2018–2023 (UNDAP II), specifically contributing to Strategic Result Area 2: Social Transformation.
Context
The nature of work will be mainly office based. However, there will be limited travels (10% of the time) to meet with local government authorities and children committee representatives at local levels. The potential areas of travel are Musanze, Rubavu, Karongi, Rusizi, Gisagara, Bugesera, Kirehe, Kamonyi, Rwamagana.
Task description
Under the direct supervision of [Chief Social Policy and Research], the UN Volunteer will undertake the following tasks: • Provide Technical assistance to implement Children and adolescent and Youth en-gagement in decision making at local level, • Support development of Private sector Financing models of Internet connectivity in schools for adolescent and young people’s digital development in Rwanda • Provide technical support in Budget briefs for 2022/22 developed to monitor public in-vestments in social sectors and poverty reduction financing for children, adolescent and young people development. • Support the development of Social Protection Financing Strategy Rwanda • Support district level budgeting, local public finance development and Citizens’ en-gagement including adolescent and young people in planning and budgeting • Supporting dissemination and advocacy of Fiscal Space analysis, Multiple Overlapping Deprivation Analysis (MODA) for under 18 years children and young people, • Provide technical assistance in the design of capacity building interventions for local and central government officials focusing on Public Financial Management, Planning and budgeting, Result Based Management, service delivery, etc. • Work on cross sectoral collaboration to ensure that Public Financing for Children, and youth development agenda are among the priority actions across various sections, • Provide support in drafting proposals for funding for public financing for children and broad human capital development project, • Perform other emerging assignment as may deem necessary by the supervisor. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs • Enhanced framework for children, adolescent and youth participation in decision making at local level • Increased government accountability to its citizens including young people • Private financing model for internet connectivity developed and adopted the key stake-holders, • Budget briefs for 2022/23 are developed covering priority sector for children (health, edu-cation, social protection, WASH and Nutrition), • Support to Rwanda’s Social Protection financing is provided and the strategy is validated by Sector key stakeholders, • Budget Monitoring at local level and Citizens’ engagement in planning and budgeting is strengthened, • Dissemination and advocacy of Fiscal Space analysis report and Multiple Overlapping Deprivation Analysis (MODA) is ensured.
• Ensured capacity building interventions for local and central government officials, children and youth committee representatives focusing on Public Financial Management, Planning and budgeting, Result Based Management • Cross sectoral collaboration to ensure that Public Financing for Children agenda is pro-moted. • Inputs on proposals for funding are provided. • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
